Tasks tool now scoped to compatible clients
The tasks tool for durable todos and agent schedules is now scoped to clients that can service it. Hosts declare their client type and the core tool catalog resolves availability centrally, preventing CLI and VS Code sessions from registering tools they cannot act on.
